My car has done that once or twice. I think it could be the turbo you are running is putting strain on the blowby system and as it recirculates into the intake, it sends oil into the intake side of the turbo so when you start up, the oil is burned. When i had the intake off i noticed a little pool of oil sitting in the 90 degree inlet. Just my guess as to whats happening tho.
Mine didn't smoke except right at start up and #4 is bad. It would blow a big blue cloud right at start up and then wouldn't smoke at all after that until the car sat again for at least 6 hours.
I'm not trying to scare you or anything and I truely hope it's something else. I just think the first thing you should do is check your compression so that you can have piece of mind if it comes out ok.
I don't know what the crankcase pressure is supposed to be either, sorry.

a compression test will tell you if you have a big problem with a piston, rings, or valve. If a squirt of oil into the hole brings up the compression an a low cylinder, then rings are likely. if not, valve or piston damage.
Your crankcase should have negative pressure, so little or nothing should blow into your face when you pull off the oil cap or dispstick.
A puff of blue smoke could just as easily be the afore-mentioned turbo problems, or PCV issues blowing oil around to the intake, or a bad valve seal. It doesn't mean a huge problem, necessarily.
