does any one now if this is good on our legacys, and where could i get one or could i make it.
1993 Subaru Legacy 44B STi 4Cam 16Valve Turbo Intercooled AWD

how about if i stick a spark plug before the turbo and hit it only when i need it

Why would putting a spark plug before the turbo do any good? There isn't fuel in your intake system is there? I know there is usally some oil residue going trough intercoolers and such but I wouldn't be inclined to think that would be enough to ignite.
