What's shaking?

I've noticed lately when i step on the brakes, the steering wheel jerks and starts shaking pretty bad but if i step on the brakes harder, it seems to quiet it down. Do i have a warped rotor or something? My old n/a legacy used to do this too.

Try rebedding your brakes again.

what exactly is "rebedding" the brakes?

It's different for each brake pad, but typically it involves several consecutive stops (10 or so) from about 60 to 10 mph with medium to firm brake pressure. Then driving for a little while to cool the brakes, then repeat 2-3 more times.

check the condition of your balljoints and tie rod ends also. if there is play there, the whole hub flops around under braking

That sounds like the kind of procedure that wouldn't be appropriate in downtown Baltimore's concrete canyons

Maybe if I ran circuits through the industrial area in the middle of the night.

Yeah... I recently did my brakes in here in Cleveland and it was simply impossible to achieve the ideal bed-in. I did my best, though, and have since been going easy on them. Street pads are designed to eventually bed themselves in if you use them gently for a couple hundred miles anyway, so I don't anticipate a problem.
And if you're not using street pads, you ought to have access to a track to bed them in on.
(A funny thing happened as I was doing the bed-in... a dude in an NSX came up behind me and paced me as I went from 70 to 5 and back; then when I was coasting at 5mph for a bit he pulled up beside me and asked what kind of brakes I'd just put in.
