steering noise at idle speed

Hi all,
I have a noise when turning at low speeds such as when parking.
If the car is completely stopped, it won't make any strange noise.

it sounds like a brrrrrrrrrrrrrrrrrrrrrr when at idle speed I turn.
it is strange that it will not do that until I have driven for a while. unpark -> no noise drive drive drive park-> noise drive idle on first gear -> noise

I recently discovered I am loosing steering fluid but don't know if it is the cause or a consequence of something like an obstructed line. So I got under the car and checked I have the right steering boot completely broken. and have fluid lines going to the rack are stained with steering fluid.
did this happen to anyone?
Hope I don't have to change the steering rack :(
The subaru dealer at my city is pretty new and their mechanics don't excel still. they have no clue so they propose changing all the steering pinion and rack or leave it as it is.

If the boot is broken, and you see steering fluid.....you really should replace the rack.

Since you don't know how long it was broken, dirt and other junk could have gotten in the rack and screwed it up.

BTW, pictures don't work.

I have the same problem and my fluid is toped off.

Josh is right about the steering rack. That's not one you want to have shit out on you at a bad time :-/.

BTW, the pictures worked earlier, but not now.
