1990 NA IAC valves do not swap. I know that much. However.......You can make a 1/4" thick aluminum plate adapter that will allow it to work.

Otherwise its just the fact that the turbo IAC has the metal elbow on it. The NA has a straight inlet, which makes it VERY hard to plumb on a turbo.

Can the IAC be removed by taking the top two philips screws out and pulled out the top of the housing, or does the whole assy need to be unbolted from the intake (four bolts)?

If your IAC is bad electically, then yes you can just replace the top part. But if the mechanial part(bearing, thermastat, ect..) is bad you will have to remove the whole thing.
If you remove the top, be sure to mark where to put it back.

And removal can be done without taking off the intake manifold? Looks like the bottom two bolts are obscured by a portion of the IAC body. Any advice?

You need to be cautious about just swapping the electronic part. It can be done, but the electronic part is matched to the valve, and there are slight differences.
