Cold start and idle issues.

When I bought my legacy , I swapped the engine from a newer legacy. From the first time I fired it up, It doesn't like to idle cold. I had to give it gas to keep it going so I adjusted the throtle cable to keep it running. Once it warms up its fine and has no problem restarting. If the temp. is below 40 its real fun to start. I gave up on my Mercedes diesel because of winter start up. I'd love to fix the idle right and put the throtle plate back since fuel is so cheap.
My older loyale would rev up to 1500rpm until the engine warmed then the idle would drop. Did the legacys have that gizmo?

Check your idle air control valve. Could be bad or stuck from carbon deposits.

When I unplug the idle air valve the rpms go up. When I took off the electrical part off the top , I could open and close the plate inside. Can the electrical part on top go bad?
