Subaru front mask with extra lights

The mask with the extra lights is a genuine Subaru
part, and looked like this before the paint job...
it's just partly painted black, no mods made.

I wonder if the front mask is where the put the fog lights in the 90 and 91's because we have the turn signal down where everyone else has driving lights or at least holes for such.
