Oh sweet! Thats a Polish "Maly Fiat" small fiat in english, which although has the italian Fiat name, was designed and produced in Poland. however they don't typically have 4 wheel steering

I've been to poland many times now and I always see millions of those little bugs running around

Great car! Seats 5 tops out at about 70 mph and has a little 40 hp air-cooled engine in the back.
