H.B. 2186 would force consumers to purchase only original equipment manufacturer (OEM) tires because the program essentially exempts OEM-selected tires and unfairly implies that they are superior to aftermarket products.
I too dislike oregon. Their roads and freeways are a joke. Speed limit changes so many times as you drive down I5 through oregon. Anywhere from 50-65 or 70 but it changes back and forth so many times it's annoying as hell. Then you get off the freeway into the city and they'll have a 40mph road right near a bunch of fast food and gas stations. WTF!?
If you get off the freeway in portland you better hope you can find your way back onto the freeway. I got off in portland and was totally lost. The onramp which should have been right at the same place on the freeway as the offramp was is nowhere to be seen. Instead I see a sign for I5 pointing me in the direction of a neighborhood. I drove through that neighborhood forever thinking I must be lost and finally found another sign. Eventually I found the freeway but it was ridiculous.

most OEM tires pale in comparison to aftermarket tires. I thought the govnment wants to help the economy not put more places out. I don't even own OEM rims anymore.. Wonder what they'd have to say about that..

Yeah Portland sucks.....that's where I got in my wreck a couple years back. I rear ended a guy because traffic got backed up, and I was trying to figure out where the hell I was supposed to go.....retarded....
The OEM tires on my car are over $100 a piece more than the tires I've replaced them with and are only slightly better. I can maybe see the idea of banning Chinese no-name junk in the name of safety, but this is just stupid. Most OEM tires are compromise tires which doesn't make them better at all, some (like on exotics) are highly specialized that make them useless in anything but perfect conditions. And I thought MA sucked. But I wouldn't worry much unless they can somehow get all the tire dealers to cooperate—how would they ever enforce it? I see illegal lighting and accessories all the time, but the cops don't seem to care or know, even now with them trying to make up the state budget cuts through the increased use of legalized extortion lately. They're not doing it because of jobs....they're doing it because of fuel economy. Most of the OEM tires are harder rubber and will give better fuel economy when compared to softer tires.
Talk about an effin' STUPID bill. Anyone who wanted "non-OEM" tires could simply cross the state border and buy whatever they choose anyway.
So let's see...cars will be less safe, Oregon tire dealers will mostly go out of business, and people will use more gas than ever traveling out of state to buy aftermarket tires and parts for their vehicles. Geez, whoever wrote this bill should run for US Congress!

I was hoping that with the slow economy we might see the state/local gov'ts cut their excessive spending to stay in the black.. But then sobriety kicked in.

It's not the bill itself, but the mentality behind it that piss people off. This is the people we have elected to represent US, yet they propose stupid chit like the tire rule and displacement fees. Even if they don't pass them just the fact they suggested/tried/even thought about it tell me they are not looking out for us anymore.
Pay attention to what your representitives are proposing/voting for and let them know how you feel. E-mail and write to them often, make a call or two, but the biggest thing you can to is VOTE. When they keep seeing your name and our views they should re-think their position. If they don't pay attention then let them know you will be voting against them next time.
