hand vacuum/pressure pump kit?

Any recommendations on a hand vacuum/pressure pump kit to purchase to test my wastegate? All the local tool shops (Schucks, Napa, Sears) do not carry a hand tool which can create pressure -- only vacuum. Sure, I can find various tools online which appear to do the job, but does anyone have a recommendation on what to get?

So far I've found the following:
  • Blue Point YA4000A $91.50
  • mityvac MV6820 $32.95.
  • mityvac MV8500 $59.95
Suggestions?

Do you have an air compressor? You could rig something to test it that way. Even an air compressor for inflating bike tires would work.

No air compressor. I don't want to just blast air and watch the wastegate open. I want to be able to slowly increase the pressure and watch with a gauge how it operates -- which would also throw out the bike pump idea.
