Bad converter?

Bad converter?
I was told it is probably my heatshield, but I find it unsual the way the acts. I find the only time it raddles is RIGHT at 3k rpm, never at idle. Same thing in netraul right around 3k rpm's. When driving, if I go lets say half throttle, car will rev up, slow down a bit at 3k then, the raddle goes away and the car seems to start moving pretty good. In debate if I should replace the converter. Any ideas? Thanks!

Yeah, get under there and start whacking on things, and it should become more apparent where the rattle is coming from.

If the rattle is affecting the way the car runs then I would say it has to be the converter. A heatshield would just rattle, but have no effect on the way the car runs.
