I recently paid 500 bucks for a running 92 Turbo Sedan that had what I thought was repairable rust damage. Lesson learned theres always more then you see...i know. Still not 100% sure the rust is unrepairable so Im not yet scrapping it.
I was mainly just wondering what year and style of Legacy is this motor best swapped into. Should I stick to the 89-94 model Legacy's? What are my options? Limited budget also.

Well any phase I is going to be the easiest. That being 99 and older. Basically, run your engine off of the chassis' wiring harness and ecu would be the most straight forward.
Some sensors have the same connections (cam and crank angle) but most likely its going to throw a check engine light in anything obd II. Obd II usually starts 96+.
I just bought a 98 ej25d (dual cam) out of an outback yesterday. The mechanic i got it from swapped in a ej22 phase 1 and said that it only throws a check engine light every once in a while saying its the knock sensor ironically. Funny thing was there was nothing wrong with the ej25, but the previous mechanic shop said it was seized and needed a new engine. The mechanic i got the engine from offered a 1 year warranty so she opted for that.
As for my suggestion, swap it into any 89-94 legacy chassis. No need for the turbo ecu or wiring, just install a piggyback or pp6 and you wont have an issue after its tuned.
Also, phase I transmissions will bolt directly up with no modifications.
