As far as I know and from personal experience, all of the legacies will under steer, now to what degree depends on things like you said worn shocks or what not.
I had a bad problem with my 90 Legacy, with the suspension geometry screwed up. The best advice I can give to you is, replace you're worn struts. Get a set of KYB GR2's or GSX's if you have the money. Then see how things are. If it's still not to you liking, bump up the thickness of the rear sway bar. I think the stock size is 18mm. that's what I have on my Non-turbo legacy. you may want to bump up to 19mm or 20 or 21mm, but see how replacing the struts go first. The main thing that happens when you upgrade the rear bar is it helps eliminate body roll....mine still has a fair amount of it....well too much for my liking.
