What Front Spring Pearch?

Update---> In the FAQ it says i need front upper spring pearches to make my 05 wrx struts work. What model are they from, or what part number? Anybody know?
So i came across a decent deal on NASIOC on some Koni's off an 05 RS. My questions are, will these fit straight across? Buyer is throwing in rear sti tophats too. Comes with springs too. Should i use the ones it comes with or use my current H&R springs. Here is the ad and actual pictures.

1.Picked up my Shocks today. Here are some things i noticed which i hope someone on here can help me with. If i compress the shock(s), it does not rebound. It can be full soft or full hard. When i pull the rod/cylinder up there is a difference in how easy or hard the rod comes up depending on setting. The shocks don't seem to be leaking because the inserts are dry. The shocks only have 30K on 'em. So... Is this a normal Koni feature??
2. The spring rates on the Prodrive springs are 240F/ 200R. Is this a good rate for our cars?
