Welcome to the BBS.

Is this a US Legacy that is RHD? Do you have intermittant speedometer issues, or is it not working at all? Is the car AT or MT?

The ECU & TCU get a little cranky if they don't receive a speed input, so it's possible your power issues are related. If you have an automatic transmission, there is a base piece that connects to the transmission and speedometer cable. It is a common point of failure and is not very expensive or hard to replace. Here's what it looks like.
