Stock gearing

I looked threw about 10 pages but no luck

So

for the 1991 subaru legacy Sport, What are the stock gearing?

It's in the Owner's Manual, but I found it in the '92 FSM, too - same as '91, I believe:

You don't state which transmission, but the two columns on the right are for the turbo. Look under 'DSPD' for the 5-speed manual; under 'TC' for the 4EAT.

Last question, does a lower number mean Shorter gears? and a higher number mean taller gears?

Smaller number means taller gears and faster you'll go. Larger number means more gear (engine speed) reduction and shorter gears.
