Read the whole thread or go straight to my last post for info. And yes I understand there is no fuse directly for the fuel pump.
So recently drove from WA to GA with almost no problems. Next 2 days I was home beautiful weather and had ordered a Walbro 255 pump that wasn't needed but installed it anyway. Pretty easy job and couldn't believe how small it was a cheap compared to the 350 for a brand new Subaru OEM one . After installing took it out for a test run and no problems. About 2 hours later dropped a friend off and came back, no problems. Next day started trying to fix my 93 stock stereo with the aux input and decided to move the car into the garage as it was raining. went to start the car and nothing. battery is good, starter is cranking just no turn over not even a little bit. So I decided to put the old one back in since it is a pretty easy job and still nothing. have spent a total of 2 hours looking for similar problems. So first conclusion is that there is no way it can be the pumps. I did test voltage at the plug and ground is grounded and power is being supplied. What I have seen as a common problem is the connector under the seat goes bad so I will try that tomorrow and hopefully that is all it is. on both of my Legacy's that area always looks burnt on the underside of the cushion and it has been rainng the past 2 days so maybe ill get lucky. thank in advance

So checked the connector and it was good, so I checked the green fuel pump relay. No burnt looking, switched it out with the sunroof relay pink and still nothing. Sounds Ike there is no power getting to the pump perhaps. It doesn't make any noise when I have the key in the on position or when the key is turned. Kind of at a lose right now of what it could be. Could be any correlation between the radio not working and the car not starting?

Ok so had the same issue again tonight. Well first my aux tranny filter got dragged at 70 MPH for several miles and I lost fluid so I had to leave the car and come back and fixed that. Ended up having to bypass the filter so I could drive it. Well when after I got doing a test run I decided to stop for a code red. Turned the car off, bought my red and jumped back in the car...and NOTHING. Just cranking. So I did my normal messing with the fuses. Reset the battery looked at this thread and some others. Still nothing looked at this thread again and went home and grabed the battery jumper and still nothing. Well I always thought that fuse 17(radio) had something somehow to do with it. It does not. However there has always been questions of a fuel pump fuse. There is no direct fuse however if you remove fuse 16(ignition) you will notice the pump will not sound. Plug it in a you are good to go. Well when I finally removed it to for shits I noticed it was half melted so I was like sweet maybe I found something. Grabed a spare from the engine bay and plugged it in and still nothing. Ok so this is where the info comes in.
If you are having problems with your car starting, like I just drove it and 10 minutes later it didn't start. I garuntee it isn't the pump or the relay. Lower your back seat and turn the key to ON but don't start it and listen for the pump. If you don't hear it go to the fuse panel at your feet and make sure the fuse is good. Ok, so you check it looks good but still nothing. Put the key in the same position and mess with the fuse, you should see the check engine light come on and if you have a auto the power light will come on. These 2 lights should be on everytime the ignition is in this position. You should also hear the pump priming. Turn the key and you're on your way home.
I have been dealing with this issue since I have had this car. It happens in the most random and worst times but I have finally solved it. This should help some of you. So before you go buying a pump check this fuse.
