i just bought a new car, 92 legacy turbo and the guy told me that the previous owner had a chip installed and thats why this was unplugged

my question is how would i know if its been chipped. he bought it from vancouver bc 3 years ago. so maybe a revtronix chip? their is no supporting mods or cel. car is stock

That first picture shows the connector removed from the pressure exchange solenoid. Is there, by any chance, a little resistor shoved into the connector under that electrical tape?
I have a hypothesis:
I'm thinking the previous owner bought one of those "Performance chip $2.99 RESISTOR MORE POWER!" things off eBay -- which is usually just a resistor to stick in line with an IAT sensor or some other such nonsense -- and stuck it in there. By coincidence, the resistor provdes the ECU with enough load for it to think it's the solenoid, so it doesn't throw a trouble code. If that's the case, then the ECU is getting incorrect barometric pressure readings.
So take a look under that tape. If you find a resistor in there, pull it out, and plug it back into the solenoid and don't give it another thought.
If you really do believe there's a chip in there, and somehow one that requires the pressure exchange solenoid to be replaced with a resistor (which in my opinion would be ridiculous), take out and disassemble the ECU to see if there's a chip installed in the socket.
I don't think the oxygen sensor wiring has anything to do with the "chip" question -- someone probably just bought a $50 universal oxygen sensor instead of a $100 plug-and-play sensor.
