Are you sure your car has fog lights? And that you're not just looking at the turn signals?

Interesting. Common sense on the earlier Subaru's that those would be turn signals.
So... do the EDM/JDM pre-face lift foglights go in the same location as the turn signals?

Yes, models with fog lights had them in those spots, and models without just had plastic covers; JDM and European models have turn signals in the corners (it's illegal in those markets to have turn signals that are invisible from the side).
