I don't know the answer bug if no-one else does, I would call a reputable turbo outfit such as Blouch to see what they say. I know Blouch does the 19t wheel upgrade on 02-05 WRX turbos.

Yeah I wouldn't know either. I think it might, but couldn't say for sure.

Thank you guys for the help, I emailed Blouch Turbo and shopping.kinugawaturbo.com and I'll hopefully get a response back soon. And I'll report back.

There are so many TD04 turbos produced; I believe as long as it is an IHI turbo the parts should be interchangeable. blouch just installs a better compressor wheel (I think).

Just to clarify, a TD04 turbine is a MHI ie Mitsubishi wheel, TD04L-13T and TD05-16G describe more fully a Mitsubishi turbo. TD04L is the turbine wheel in most USDM wrx turbochargers and 13t is the compressor wheel. There are so many combinations both stock and machined to fit upgrades for Mitsubishi turbos, especially if one is starting with a TD05 Turbine..
IHI is another turbo manufacturer and must not be confused with any Mitsubishi turbo as no parts interchange between the two..
