Fuel Pump problems after AT>MT Swap

I recently completed the 4EAT to 5MT swap (all the heavy lifting work at least).

I've run into problems now and I don't know where to go from here.

First: I get spark, the engine cranks and sounds healthy like it wants to turn over, but it's just not able to.

Second: My fuel pump is good it throws 38psi according to the fuel pressure gauge. On a voltmeter it reads a burst of voltage when the key is turned to the ON position, but it quickly drops to 0 and won't move again until I turn the key back and go to the ON position again.

Third: I hooked the pump up to a 12v source and "hotwired" it while cranking the engine figuring that it would start but still just a crank and no turning over.

Fourth: I made a harness for the transmission in order to wire up the Neutral safety switch, and I made another harness to wire in the Safety lock switch, and the clutch switch. First issue I ran into was with the B15 harness. I jumped the Park and Neutral wires, but I forgot to give them power. Once I ran those to the starter motor it started cranking but wouldn't start.

The other wires that were cut are Pin 18 to the combination meter from the fire wall, I thought perhaps I should have cut the wire from the wrong direction, but when I reconnected the path, still the same problem crank but no start.

After that wire, I also cut pin 20 on the B48 connector to the ECU. That's the transmission identifier though so I don't see what it would have to do with my starting problem.

Does anyone have any suggestions or advice? I'm kind of at a loss here and don't know what to do.
