My vote is to rebuild vs swap in WRX
If you rebuild you know what you get, not if you swap
If you swap, there will probably be other things to do
Unless you are in close touch with someone who has done the same swap you might run into unexpected trouble
And maybe most important, if you are performance minded,
the EJ22T turbo Legacy engine is actually the big brother of the EJ20T WRX engine, only with more potential. The WRX gets much of it's extra power from higher intercooled boost. You can go there if you like, with, I believe less hassle than an engine swap.
And now for dissenting views....anyone?

I'd agree with Larry. If you rebuild it you will also have the chance
to put in some nice forged pistons, balance the crank etc. While thats
being done you could port the heads, which hold some serious power
locked away. Look at it as an oppourtunity to create a setup that will
make some real power

shortblock for quite a good deal (forget exactley how much) that might
be an option also.
