K&N filter on a pod from another brand (just the aluminum bit with K&N
attached). Exhaust, I would go for a 2 1/4" from the heads including cat
,hot dog and tubing into a 2" rear muffler to create some back pressure. It
will sound sweat and you should get 15 to 20 HP increase. If you want more I
would go for a chip but I would prefer an after market computer. If it is
illegal to run an after market computer there is a way around it. You leave
all the wiring hanging out of the computer box, remove the computer from in
side the box leaving the plug, you plug in the cabling run a wire in the box
that will end up being the earth for your new computer, remember which
terminals you used in the box and run you earth in to the original cabling
which will run into your original computer box and out to were you will
earth it. When the authorities unplug the original cabling from you
supposedly stock computer the earth will be broken and your car will not
start so they assume you are running a factory computer. Make sure that the
after market computer is well hidden though.

Everything Doug said would work out well. I have a 92
Legacy L FWD and have spent the last couple months
looking and investigating into performance parts for
the model. My recommendation would be to do either
the KN filter like Doug said, Exhaust, and Unorthodox
Pulley system for it, then as soon as you can afford
to upgrade to the Sport Sedan which uses the turbo 2.2
engine in an AWD format. You can then move all prior
upgrades from the old Subaru onto the new one. Forced
Air Technologies out of AZ sell a turbo kit for this
model but expect to pay 3-4 G's for a system and in
that model and year, it makes more sense in my opinion
to save your pennies and upgrade to a Sport sedan that
is turbo later on.

PS. Here's a list of websites where you can find good
info...
