No, it would not be legal. Check out the new rulebook at
http://www.scca.org/amateur/performance ... 2rulebook/

Section 10.1.1 Vehicles entered in ProRally and ClubRally events must
be based on a model built by a recognized manufacturer which is
listed in an edition of the NADA Official Used Car Guide. Cars that
meet homologation requirements in FIA Group A or Group N are also
eligible to compete in ProRally and ClubRally events. However, only
currently homologated cars presenting proper homologation papers will
be eligible for the ProRally Group A and Group N Championships.
