Grinding to a halt

Every so often, my brakes(I think) grind to a halt. It only happens when I'm going slow and when the brakes aren't warm. Is this I sign that I need to have my rotors turned or replaced? Or is it even brakes at all?

brake pads might be shot, take a look at them.

sounds like a sticky caliper to me. maybe they are sticking more when cold than when warm.

Brake pads are brand new.

And..you might be right about sticky calibers...I was just thinking that if they were sticky, it would be noticeable when they popped out.

I still think I need new rotors...I've just been waiting for WRX rims so I could do a WRX or turbo brake upgrade.

Heh I don't usually replace stuff until i absolutely have to. Last time my brakes were grinding i pulled the wheel off and there was definately no pad left on the brake.
