Grinding to a halt

Grinding to a halt
Every so often, my brakes(I think) grind to a halt. It only happens when I'm going slow and when the brakes aren't warm. Is this I sign that I need to have my rotors turned or replaced? Or is it even brakes at all?

Brake pads are brand new.
And..you might be right about sticky calibers...I was just thinking that if they were sticky, it would be noticeable when they popped out.
I still think I need new rotors...I've just been waiting for WRX rims so I could do a WRX or turbo brake upgrade.
