I believe only the Impreza got drum brakes.
And Josh, your original assertion is correct: It was to be cheap. Because when the Impreza first came out it was definitely an econobox...and a very good one at that. An Impreza could be had brand new for around 12 or 13K dollars in the mid 90s.
