Are you sure the speedometer isn't off due to tire size?
I swapped some WRX wheels/tires onto my wife's Outback and the speedometer is now off by 10%. I was curious as to how much the tires would change things so when I was on the highway I clicked my odometer at a mile marker, drove 10 miles and my odometer said I went 11 miles. So I can assume that if I am driving 70mph the speedo will read 77mph.
But if your odometer is reading correctly then I guess your speedo really is broken.
