I can't really make out any specific issues....it kind of just sounds like a subaru.
The oil leak is probably either front crank or cam oil seals.

When you tackle that job, before you pull the tensioner off, line up all your timing marks where they shoukd be and use a paint marker to mark where they are. This will ensure you have it installed correctly when youre done.

Im on my phone right now or I would search iy for ya. Search the engine threads for timing belt installations. Or go buy a haynes manual from schucks. Thatll help you out with the basics. But dont listen to it about the marks, its slightly off.
The engine sticky threads will help some too. Theres a picture I found and posted that will show you where the tensioner is. But ignore the counting teeth on the dohc belt as youre not dohc, I think...

Thats an oil pump. The bigger black ring is the front main/crank seal.

Removing those seals is a pain in the ass but not that bad, it would probably just be easier to replace the pump which isn't a bad idea if you don't know the last time it was changed but if it's not old then theres no need to do the pump. Cam seals are right behind the main cam pulleys, you can take them off with an air gun and it will expose the seal. If you do them, make sure you put them in evenly and make sure they are flush with the surface. Meaning they don't stick out or go too far in.

Those seals are easy to replace and cost way less than the whole pump. You just remove the pump and on the back side there are five Phillips screws to remove. Then you take the pump apart and just knock out the seal with a socket, then clean the pump up and reassemble put some oil in the pump and good as new.
I've torn down thousands of engines and I can say I've only seen one pump failure. The oil pump is the first to get oil and almost all of them had no visible wear and all were in spec.
The seals from Subaru are less than 15$ and all my cars have the original pump and one of my cars has over 700,000 miles on it.

Yeah, the pumps don't typically fail. The screws on the backing plate can sometimes loosen over a long time, but I wouldn't say it's common.
While replacing the seals & oil pump isn't too difficult a job, you should have some mechanicing knowledge or this could be over your head. The other thing to note is that there is an o-ring between the oil pump & block. If you're replacing the seal, it's a good idea to replace this as well.

Well guys I took my wagon to emission test today and it failed. Something to do with CO levels. Its to do with the air to fuel ratio. Anyone have a idea how to fix it?

You are running too rich. Make sure that you have no vacuum leaks, as I know before you had some cracked intake pieces, which will definitely make you rich. Change your spark plugs, and maybe clean your MAF sensor as those can affect richness.

So its most likely the cracked elbow? Spark plugs and wires replaced with ngk ones. Is there a write on cleaning maf sensor?
