I had that problem. I thought i was getting the best gas mileage ever when traveling through western nebraska. Then i decided to stop and get gas just because the next gas station was 30 miles. Turned out the tank was empty. It took a couple tanks of gas to start working correctly again.

I believe there's a send and recieve unit located at the tank and under the hood. It probably needs looked at, fun fun.

there are two sending units in the AWD gas tank. What I'd suggest doing is pulling the plug under the seat and then turn on the ignition. See if the gauge moves at all. You could try playing with sending 12v to the gauge and see if the needle moves.
If it does, the problem is probably with the sending units in the tank. They can get corroded up. If you pull the pump & jet pump out, and sand the contacts on the little slider, that should help, assuming they're not worn/oxidized too much.
